The MTS Guidance and Standards Sub Committee is pleased to announce that Joey Fisher of M3 Marine Expertise and Bolshoy Bhattacharya of DNV have been appointed as CO- Vice Chairs of the Guidance and Standards Sub Committee. Joey and Bolshoy are strong, capable and competent leaders well known in the DP Community for their numerous contributions in improving DP System Predictability and Reliability.

Joey Fisher

Managing Director, M3 Marine Expertise Pte LTd.

Joey Fisher has 26 years of offshore marine engineering experience and is highly regarded in the DP FMEA authoring and DP Vessel Assurance fields. He is a Class 1 Marine Engineer and an IMCA Accredited DP Trials and Assurance Practitioner.

Joey is a member of the IMCA Marine DP Committee and the MTS DP Sub Committee for Guidance and Standards. He is also the Chairman of the DP Asia Technical Committee. He devotes much of his spare time to assisting with the development and review of DP related guidelines.

At M3 Marine Expertise, he leads a multidiscipline team of dedicated, solution driven project engineers and marine consultants.

Joey has developed and managed the concept design of complex DP vessels in recent years and has also worked in the capacity of expert witness in legal cases related to DP vessel design and DP FMEAs.

In 2022, Joey was presented with “The Howard Shatto Distinguished Achievement Award” by the MTS DP Committee, for his work towards improving dynamic positioning safety.

Bolshoy Bhattacharya
Marine Risk Service Manager, DNV

Bolshoy has spent over 15 years of experience in the marine and offshore industry undertaking various roles and functions. From Engineering to Commercial, he has held various positions in companies ranging from vessel operators, shipbuilders, to consultancies.

In 2011 he was introduced to the fascinating world of dynamic positioning, and he has been involved in managing risk and striving for incident-free DP operations ever since. He has authored numerous DP and IM system FMEAs, taken part in a myriad of FMEA trials, developed industry standard guidance and tools, conducted incident investigations and more. His current focus is on assessing the risks posed by emerging technologies like hybrid systems, alternative fuels, and AI.

In his day job, he serves as the Marine Risk Service Manager as part of Offshore Infrastructure at DNV, while concurrently focusing on his role as the focal point for cross connections and network systems for the Shell Marine Risk Team.

Bolshoy holds a B.Eng. (Hons.) degree in Electrical and Electronic Engineering from the University of Hertfordshire, UK, and an M.Sc. in Artificial Intelligence from the University of Southampton, UK. He is a member IET and MTS and currently serves in the MTS DP Guidance and Standards Subcommittee. He is an avid author and presenter and has drafted articles for publications like ABB Generations and The Superyacht Report whilst presenting frequently at the MTS conference in Houston.

His goal in life is to create a strong AI and witness the emergence of the singularity.

We congratulate Joey Fisher and Bolshoy Bhattacharya on their new position as Co-Vice Chairs of the MTS DP Sub Committee for Guidance and Standards and commend them for their exceptional contributions to the DP community and the Marine Technology industry as a whole.

With Joey in Singapore, Bolshoy in Aberdeen, and Suman Muddusetti in Houston, the DP Community will be well served globally by the MTS Guidance and Standards Sub Committee.
